SLA & phases

The clocks. The global SLA sets how long each side may hold the ball before it goes warm, due, or overdue. Phase multipliers stretch or shrink that budget per phase — so reconstruction gets more room than mitigation.

Elapsed time is measured against the active budget. Below the warn line it's fresh; past warn it goes warm; past 80% it's due; past the overdue line it's overdue and surfaces in triage and next-best-action.
